Why placement belongs in the plan
Steam says that farms, shrines, and harbors can be placed across the hex-grid island and that each changes how the board pays out. That makes building placement a production decision, not just a visual choice.
Keep each choice connected to the meal
Before committing a building, use the official loop as a guardrail: ask how the changed board payoff could help supply ingredients for a recipe. This avoids treating a local board effect as valuable when it does not support the meal you are trying to cook.
